A free pass for the Legislature to spend our money.

Not only are these constitutional amendments greatly flawed,

but they also will take out of circulation close to $12 billion.

A billion here and a billion there

and soon you are going to be talking about real money

1 the right to engage in farming, ranching, timber production, horticulture, and wildlife management.

2 exemption from ad valorem taxation

• property used to operate a child-care facility.
• will result in higher tax burdens for homeowners and other businesses

3 prohibiting the imposition of an individual net worth or wealth tax.

4 a temporary limit on the maximum appraised value of real property

• could not raise the taxable value of those properties by more than
• 20% each year
• Unbelievable -- value will double in 5 years -- 5 times in 10 years

5 provides funding to certain institutions of higher education

• Texas University Fund.
• already have a separate Permanent University Fund.
• $100 million 1st year. The annual amount may be adjusted for inflation

6 water fund to assist in financing water projects in this state.

• $1 billion down payment.

7 creation of the Texas energy fund to support electric generating facilities.

• $5 billion to fund these programs for the next two years.

8 broadband infrastructure fund

• $1.5 billion would be allocated

9 cost-of-living adjustment to the Teacher Retirement System

• $3.3 billion from the general revenue fund

10 exempt from ad valorem taxation of manufacturer of medical or biomedical products

• $207 million in estimated revenue

11 permit El Paso County to issue bonds to fund parks and recreational facilities.
